According to the administration's senior domestic security officials, the plan failed to recognize that local police, fire and medical personnel might be incapacitated." On 9/11, NYFD and NYPD were the first responders and handled everything for the first few days. Katrina was so big and nasty it overwhelmed local and state resources, but there was no immediate contingency to allow federal troops to participate.
