Pretty good analysis of the breakdown in the Katrina relief effort. No finger 
pointing in the article, just a dispassionate analysis of the facts. here is an 
excerpt:

"The debate began after officials realized that Hurricane Katrina had exposed a 
critical flaw in the national disaster response plans created after the Sept. 
11 attacks. According to the administration's senior domestic security 
officials, the plan failed to recognize that local police, fire and medical 
personnel might be incapacitated."

On 9/11, NYFD and NYPD were the first responders and handled everything for the 
first few days. Katrina was so big and nasty it overwhelmed local and state 
resources, but there was no immediate contingency to allow federal troops to 
participate. It is a very interesting analysis of the events that unfolded 
after the hurricane hit.
