Correct, but I've previously listed my guess at the solution which is
basically educating each person that they are a business and that they
need to watch their labor market to know when to change, leave, or
invest.

That may sound complicated, but most people intuitively understand
this - they just need a few more practical skills.  If somebody is
smart enough to find a minimum wage job, they can find better; they
just need to know how.

The US should set a goal of the most highly skilled workforce in the
world.  Instead we've got the worst students, crappy energy
infrastructure, and no technology initiatives.
