First thing would be to determine why their not succeeding: 

Is it a treatable learning disability IE: ADHD or Dyslexia
Is their a track where the child is succeeding ie: math, performing arts,
athletics...

Are there discipline issues at home or with a particular instructor.....

You can't just dump the kid if he's failing..

I have heard this from some homeschool parents of special-needs kids -- ie
look, Joey has an IQ of 83, why make his life miserable with algebra? He
wants to be a mechanic. Hard for me to say as this is so not my kids, but to
a point I agree.

Also not all kids want or should be in a university entrance track.
That may also be another thing to look at - if the kid isn't
succeeding in a regular school, perhaps a curriculum more oriented
towards work related skills would be better for him or her.
