That's not completely accurate.

I used to attend school in Central NY - Syracuse area.  They would have
"White-Outs" where nothing could be seen, it was dangerous to drive, and
nothing could be seen.  That's why they have snow days.

Of course, 3 inches on the ground was nothing to them, they had the
equipment to clear everything off.
