So far most hybrids weigh a lot less than the average vehicle due to the
fact they tend to be smaller.  Maybe that should be considered.   

We might also want to consider that I pay more in taxes & registration
for my truck based on the fact it weighs more than the average vehicle.
My truck gets 10 mpg and I have to pay higher taxes. So I am getting hit
at the pump (my truck requires more gas than most vehicles) and at DMV
(weight charge).  

Now they want to charge more taxes on hybrids because the weigh less and
get better mileage?
