Why is it in every other reference to "the people" it means individual
citizens.  But in this case, you think "the people" refers to the state
government.


And I'm curious?  Do you think we should ban all guns in the US?

How do we go about collecting all the unregistered firearms in this country?

Regulation is the best route here.

Clearly refers to a non-federal military arm. The remaining parts of
the amendment are subordinate.

As for your example its irrelevant. I'll give you a better one, what
would you do if the Bush administration began freely violating US law
authorizing actions against US citizens multiple times.

Are you willing to actively resist that? I've noticed that you've been
very quiet about this issue:
