I see. But what if they thought you were? Let's say your name is Hamid and you keep calling your uncle in Staten Island and talking in some foreign language? And then you buy a plane ticket, one way to New York. Perhaps you have sinister plans. Perhaps your cousin gave you a great deal on a car. Don't you think they should have to check with someone before they start wiretapping your phone?
