You really can't... S-Video really can't any decent computer resolution.  If
you're video card supports it you could try setting your resolution to
440x480 (that's sorta kinda NTSC).  Someplace in that range (depending the
TV) you might get a clear-ish picture.

If the TV is HD and you have a better input available (component, DVI, etc)
then you can get into HD resolutions and actually get a decent picture.  In
general nVidia cards seem to be the choice of pros for this but I've seen
good results with ATI cards as well.

I don't have it hooked up anymore but I bought a cheapy DVI-to-Component
dongle and created a custom resolution and my computer screen looked pretty
good on my HD TV (a 32" CRT as well).
