I thought it was mostly illegal for US based companies to do business
with Cuba based on the Trading with the Enemy Act, with the exception
of directly approved business or humanitarian stuff. Periodically this
has been controversial in Canada, because US subsidiaries in Canada
actively trade with Cuba - and accordingly the US government has 
temper tantrums.
