1.) But who's doing the review?  Those that have authorized the
tappers in the first place.  Isn't this like saying Castro reviews his
human rights policies every 30 days and hasn't found any abuses?  If
not, why not?  This is clearly the fox watching the hen house.

2.) By 2 branches you're saying Congress ok'd the taps due to a state
of war.  What is the definition of war and what is the definition of
the end of this war?  If, due to the nature of terrorism, the US is in
a perpetual state of war for the next 100 years that would mean single
branch oversight for the next 100 years.  Which means no process.
