We have come a long way from the original purpose of these programs. 
They are part of what was a war on poverty.  It was supposed to give
people in extreme economic distress a chance to have a better life. 
It was never supposed to bread and circuses for those who refuse to
participate in the economy other than as consumers.

1. The money is not for those who refuse to work, it's for their
children.  And to prevent the current rampant abuse of the system, it
should be dispersed as vouchers for food, housing, clothing and child
care - for the children.

2. There are those who are truly unable to work, due to age or
illness, a lot of whom are women who never worked outside the home and
have no pension or Social Security.  We need to provide for them in
some way.  My 73 year old neighbor's Social Security check is 78
dollars a month.  Could you live on that?

3. Those who are poorly trained and need some kind of interim
financial support while they gain training or employment.  Again, this
would be better in the form of vouchers for food, clothing, housing
and training than just throwing cash at the problem.
