I firmly agree with everything you said.  I have no problem with
helping people who need a boost getting back on their feet.  I was one
of those people so I understand them very well.  From one of your
posts earlier, I'll take it that you were too.

If the philosophy of the aid program fits within the 3 parameters you
listed, then I'm 100% for it.

What I'm not for is a program such as minimum wage which simply tosses
money at people while teaching them a poor lesson: you don't have to
improve your skills because the gov't will eventually increase your
pay even if you do nothing.

That money could be better used on empowerment (such as you suggest)
rather than an enslavement program.

Another great case study on how wage "floors" destroy productivity is
unions in the airline and automotive industry.  How are those
businesses doing?
