Of course it does! To be clear: a newspaper can publish anything it wants. That's it. Period. Free speech does not include the right from offense. It's shocking how ignorant you are of that concept. If you don't like its content you are free to not buy it or read it. If you do buy it, and are offended, you are free to write to the editor, demonstrate (as long as you don't violate the rights of others), or start your own paper. Nobody has to fair or unbiased. In fact they can even claim to be when they're not; look at Fox News. There.
