They are not a shipping company. They are a cargo terminal management company. 
They load and unload cargo. I don't see that as direct participation in the 
embargo. Let's see what the Feds think about the issue. I'll bet it has already 
been addressed in the review process.

Saying the UAE participates in the embergo is confusing the issue. DPW is not 
the government of UAE, any more than PEMEX is the government of Mexico. They 
are a company. They don't set policy. The don't enforce policy. They are a 
business and their goal is to operate their business and turn a profit.
