Do you think Russia would allow an American country to operate their ports? China? North Vietnam? Cuba? Switzerland (j/k)? Iran? Libya? What about Dubai? No. It is about trust. And shared best interests. An analogy: My best friend has crashed and totaled 5 cars in the past 10 years. Always due to speeding. I won't loan him my car. I have never had an accident deemed to be my fault, and have had only 1 speeding ticket in my life. He lets me drive his car. Is this hypocritcal of me? No. And he understands.
