Then why should government be involved in marriage at all?

Why should they be involved with regulation of trade between parties?

Why should government be placing rules about when people can buy
alcohol, not age, but time of day.

Government is made up of the people, and people want to ensure some
level of morality in their communities, and so they enact laws based on
several things.

An government that doesn't ensure some level of morality cannot ensure
order.
