If the IAEA inspectors are booted there is no supervision and they are "free" to mine uranium and process it to whatever purity they so choose. At least with the Russian deal, they would not have the processing capability and would be forced to only use lower grade uranium that would not work for making a bomb. Their insistance on having their own processing facilities (either production or research) is the deal breaker. There is nothing stopping them from using a "research" facility to make enough highly refined product for a nuclear device.
