Sure... And if not, then what? Hope that they really were just wanting it for peaceful purposes? We're already three years into the process of monitoring and the IAEA is still no more convinced that their intentions are peaceful. And they've booted the inspectors and removed the seals to their reactors and processing plants... What's the next step? Ask really, really nicely?
My vote it to strategically take out their processing facilities and reactors.
