What if their religion commands that prayers be uttered audibly?  What if
the person believes that they're prayer will not be heard unless they make
audible noise?  Then, are you not infringing on their rights to require them
to pray silently?

None taken, I just don't see why somebody saying a prayer is infringing on
your rights, if you can hear it, just ask them to say it silently, if they
won't ask them to do it somewhere else.
