No, they are the single party with the most votes. That does not always mean 
control. Control implies they can do anything they want. They can't. They 
can get a simple majority but that is not always enough to make 'real' 
changes, changes that imply real control.

More than you imply. There is no way that Republicans can chair all of them 
as they do not have 100% of the votes.

And the reverse is true as the Democrats don't want it either, fought 
against it just as much as the Republican's did and they want pork just as 
much.

I don't disagree with your base idea here, it's just the laying of blame and 
the scope that I find a bit skewed.
