There's 2 problem with that point:

1.) The President could (have) easily give(n) himself this power. 
He's chosen not too.  You sure don't hear him clamoring for it do you?

2.) He can always veto a bill and insist that Congress re-work it or
try to come to a compromise with them (ala Clinton).  He hasn't. 
That's implicit approval of the Pork.

But there's not - they're all Republicans and collectively they are
THE ONLY source.  They have the last say.

Back to the kid analogy: your son can lobby for XBox 360 all he wants
but unless you approve it, he doesn't get it.  That means you're
ultimately responsible.  And that includes if you go ahead with the
purchase against your wife's wishes.  There's a penalty for that, ya
know :)
