There's 2 problem with that point: 1.) The President could (have) easily give(n) himself this power. He's chosen not too. You sure don't hear him clamoring for it do you? 2.) He can always veto a bill and insist that Congress re-work it or try to come to a compromise with them (ala Clinton). He hasn't.
