Your focused on Bush only. Republicans know that the next president will be a democrat. Do they want to give him the power? Also, MOST of congress is feeding at the till and none of them want to give the president the ability to stop them no matter what the party. Your so focused on republicans, bush and neo-cons that you forgot the single driving factor in politicians of any stripe; greed.
As for republicans 'controlling' congress, again, you don't know how it works. There are various committees that have to be manned for each bill, each undertaking of the government, etc. No single party can do it alone by the nature of the system. ALL of them have to work together on committee to get stuff done and when it comes right down to it, each congressman has a priority in mind and Bush is NOT the top item on it. It goes something like: 1. Self 2. Self 3. State 4. Self 5. Party 6. Self 7. President Again, it's not a single party in control monolith.
