So, to boil it down, your 2 major points are:

1.) Bush wants a line item veto but just can't get it.

Name a single time he's even asked Congress to consider it.  Name a
single time he's ever brought it up as an initiative.  Even if we
assume that you're right, he wants it, then that means that
Republicans, as a party, don't.  Since if they did it'd be law.

2.) Congress is not made up solely of Republicans.

Agree.  But THEY CONTROL CONGRESS.  Name a Republican that's put forth
a line item veto in any bill.  Now name the Republicans that supported
it.

Dude: Republicans DON'T WANT A LINE ITEM VETO.  What the Dems want are
irrelevant since they don't control congress or the presidency.
