The American general was not in command of the UN operation. Here's where it does get complex, and military law is not my forte.
Unfortunately I do not know where the doctrine of command responsibility ends. Canada went so far as to break up the regiment involved in the murder, and dismiss from the army many of the officers in the line of command, but who were not directly involved.
