According to press releases (Hizballah play the press like a fiddle), they 
are still alive. So here's a reverse question. A part of the government of 
Lebanon attacked a sovereign country and kidnapped two of its citizens. Does 
this make the rest of the government responsible? I'd think so. Why isn't 
the Lebanese government telling Hizballah to stop and return the soldiers?

I'm not sure what Afghanistan-like situation your referring to, but either 
Hizballah is part of the government and subject to its rules or it's not.
