The US would not bomb mexico city if there was a terrorist group operating in baja staging attacks across the border.
They would use the intelligence agencies and put CIA and FBI agents along with a contingent of highly trained marines and specialists on the ground in Mexico and then go after them and kill every last one of them. IF bombs or missles were called for they would be precision guided munitions lased by special forces on the ground in Mexico. The US would never lob iron bombs into a populated city or fire shells willy nilly over the border.
