Powell could have done it: Lock down the borders, lock down every major city, rebuild the infrastructure, hold local elections first, then district, the regional, then national. Plan for 10 years. Iraq has a law and order problem combined with a healthy supply of weapons. Keep in mind that Hussein controlled this country.
