Where in that article snippet was that proposed? What I read was that the status quo is not working very well, and we need to try something new.
That we need to set some very specific, reachable goals in the near term, to get some momentum, and to get out of the endless spinning wheels quicksand we seem to be in at the moment, caused by too global and ephimeral a "war". Do you disagree with that? Do you think it is going well, globally? That there is no room for improvement? My feeling is that if you tried to develop software using the types of specs we are using to run this "war", you would be fired and out of business (or working on a government contract).
