Ha'aretz is the Jewish leftie paper. All this story says is that Hezbollah still has lots of weapons and supporters in Lebanon. But now the truth is known- Hezbollah can only do limited damage in a conflict with Israel, while the ability of Israel to damage Hezbollah is determined by Israel's restraint rather than their capabilities. That isn't propaganda, it is the current state of affairs.
