They have a military and multiple elections. Democracy is working and
the majority like it. Don't throw it away because of the few that want
to live by terror.

It's more complicated than that. Each area has to have it's own
strategy and the terrorist have to be dealt with on a case-by-case
basis.
I can't just make a list and say this will work. Think outside the box.
