I dunno.  One of our Scotties sits by us most of the time when we're
home and when we leave he barks sometimes.  He'll after 5 min when he
realizes we're not coming back for him, but he doesn't seem to like
it.

That being said, I'd get a shock collar for the dog and give the
zapper to your neighbor.  That's stop the barking ASAP.
