I'm with you, Ray.  I don't think I could give my neighbor the remote to 
a shock collar, but honestly, we were thinking about getting one for out 
dog (that *we* controlled) so that we could make sure she knows that 
barking is not ok when we are around (We do reprimand her now, but it's 
tricky to do so while she's outside and we're inside - this could make 
it more immediate...).  I know several dog owners who really like these 
for their (now very well-behaved) dogs but I'd have to do more research 
before I'd be 100% convinced that it was humane/necessary.
