Yes, his advice is, in fact, true for entry level folks and usually
not in IT.  This is because "chop shops" will use resume scanners to
look for key words.

Corporate recruiters and HR departments for "skilled jobs" don't
usually do that (unless they suck in which case you wouldn't want to
work for them).  This is because their bonuses are based on placement
and so they usually try to get a sense of each applicant and once they
get a person they like, they try to place them again and again
because, well, good talent is hard to find.

And the Corp HR folk do the same kind of resume scanning we would.  In
fact, many times they don't even look at resumes because they'll use
web sites.

In short, if you want a low paying crap job your "resume" should just
be a list of key words: you're a commodity, nobody cares about your
soft skills, the 1 year turn over rate for the position you're
applying for is 90%, and you're just a shade more than a robot.

If you want a more senior position, your resume should look like it:
you're a senior professional with a good deal of soft skills that go
FAR beyond just knowing "javascript".

If I"m looking for a grunt to work in my dungeon I'll scan resumes.
If I"m looking for a leader or someone who can ferret out a problem
(yes, actually troubleshoot), then I'll use a professional recruiter
who knows how to screen for soft skills.

And if I find out that a recruiter scanned an applicant's resume for
key words I'll fire them.  If they are internal I'll have them fired.
They are a total waste of my time.
