Agreed...however, it would at least help people out in the interrim until they 
*do* get to work on the core problems. I don't think anyone would see it as a 
permanent solution, but any true restructuring of how our entire health care 
system works is going to take awhile to do, so I'm not sure it's necessarily a 
bad idea to throw some kind of band-aid like this on it as a first step, and 
get some help for the un- and under-insured now. I'm just not sure this is the 
best idea, we would need some more details about how it's intended to work, and 
whether you could guarantee that people would indeed *use* the tax credit for 
health insurance and not other expenses.
