Maybe, but the question is whether it "helps" or if it just subsidizes
bad decisions.  Welfare proved that it's possible to do more harm than
help by subsidizing poor choices.

So, for example, let's say we have data to show that small business is
key to our economy and that current policy discourages people from
choosing to start and/or work for a small business.

Then a policy that encourages small business work - and this might be
a part of that policy - would make sense and we could measure not only
the progress of the policy, but it's effect.

This policy, on the other hand, simply delays solving the problem and
possibly discourages working towards doing it.  It is metaphorical
duct tape.  And so I firmly oppose it.
