I'm with Robert and Sam on this one.  Bush certainly can increase the
power of the Presidency legally.  Other have done, he can too.

The question really is, do we want that office to have those powers.
I say no.  Questions of military policy should require Congress and
Whitehouse.  The President should get a 24 hour waiver for sudden
attack, etc, but Congress should have to approve.

You could even go so far as to say that every 6 months Congress must
re-approve any military expeditions.
