well, my question was should, actually. As far as can goes... there
seems to be some precedent.  I guess it's a question for the supreme
court, which afaik hasn't ruled in the matter, despite what sam
thinks. I do have a problem with the president doing this routinely.
Why even bother having a Congress if the president is going to
blithely say well, yanno, this is just a law and I don't feel bound by
it?
