I do admit the timing is somewhat off for just a leak, but at the same time 
so what. The US has always said it would do what ever it takes to secure 
the country. And they have always said nukes would only be used in a 
defensive manner.

None of this is changing, it just being reaffirmed.

What it comes down to is how those plans are made and who has the decision.
