Ahh, but according to Wikipedia, (http://en.wikipedia.org/wiki/Hans_Blix)

During the Iraq disarmament crisis before the 2003 invasion of Iraq,
Blix was called back from retirement by UN Secretary General Kofi
Annan to lead United Nations Monitoring, Verification and Inspection
Commission in charge of monitoring Iraq... Hans Blix personally
admonished Saddam for "cat and mouse" games and warned Iraq of
"serious consequences" if it attempted to hinder or delay his mission.

Those "cat and mouse" games included creating the illusion of Iraq
HAVING weapons that were banned including WMD, chemical weapons (which
WERE found, dumped in the Tigris river).  The "serious consequences"
ended up being the invasion of Iraq by coalition forces led by the US
and the eventual removal of the Hussein regime.

So let's make this analogy - if someone walks into any office
building/ airport/ mall/ school (or whatever trigger point you want to
use) and SAYS they have a bomb and are going to set it off if their
demands are not met, they are treated as HAVING a bomb even if they're
holding an empty briefcase or a fake.  The police, bomb squad or
anyone else is NOT going to go to the trouble of verifying that the
person is, in fact, holding a bomb.

In the case of Iraq, Hussein was given 14 chances over a period of 11
years to provide irrefutable proof that their weapons had been
destroyed.  They refused.
