This is like someone screaming that they're a murderer, but you can find no evidence of murder. Does the justice system give them the death penalty for murder? Not unless the investigation finds evidence of a crime no matter what the claim. In this case the investigator, Hans Blix, said there was no evidence of a crime and that he needed to continue investigating before fact-based action could take place.
