Look beyond the WMD issue and look at Saddam's other actions and who and what he was supporting at the time. Saddam may have known that nothing he had would not have affected the US directly, however he was within easy striking distance of Israel, Jordan, Saudi Arabia and Kuwait... all US allies. He threatened action either through direct or indirect support against those allies.
