Not at all, but if thats the case we have to drastically change the way our government works. Organizations like USAID, the Peace Corps, and a great many State Department programs would need to go away. Thats without even touching on CIA, DIA, DoJ, NRA (nukes not the other NRA), and all the UN, NATO and SEATO programs we're involved in.
The comment was directed at a nation that expects us to fight wars with our hands tied, as it has in almost every conflict since the end of WW2.
