In San Diego the draw is proximity. I can be in Mexico 35 minutes after walking out the front door of my house. And Baja has some legendary waves along its 1100 miles of western coastline. The closer stuff is all within easy driving distance. Unfortunately, those are the spots that cops and bandits frequent to rob American tourists.
