Well Obama has specific ideas and they've been posted here many times,
but none of that really matters, here's why:

(1.) Who's your congressman?  You don't know.  Guess who writes
legislation to actually get things done?  Congress.

(2.) Look at Bush's ideas when he ran in 2000: no nation building,
hold spending, fix social security with private accounts.  Which has
been able to get passed or even supported himself?  None.

(3.) Getting things done as president requires getting the nation
behind you first, then pressuring congress with your public support.
Obama is hands-down the most inspiring candidate and therefore will be
able to most easily get that pressure.

So while your point makes sense on the surface it doesn't pass
scrutiny since a President's largest weapon is public support.
