I've been a Verizon customer in Va, they don't block anything. 
It's a router setting, it's easier to find in some routers, than others

Scott said.  You have it enabled? I don't think Verizon disables VPN
-- it's a different product of course but all our engineers use
Verizon aircards and everything we do involves at least one VPN....
