I like this idea, minus the siren. One of the neighborhood businesses
has a "dog stop" station - a big water jug and a bowl and doggy doo
bags. I think it's endeared them to the neighborhood dog owners in a
big way.

I know when I had a dog, we tried to always be really good about it,
but there were times when we were caught unprepared, and it's the
worst feeling for a normally conscientious dog owner. 4 poops? WTH - I
didn't bring 4 bags!?!
