It's very easy to point at a sound-bite that says, "And today the
President vetoed a bill that would increase veteran's benefits."  That
tells us that the President hates our troops and wants to kill our
babies...

What they didn't say is that there are riders on the bill that
included spending increases on many fronts that the President opposes.
 Only the first part of the bill included the stuff that was good for
vets.  The rest increased spending which would lead to eventual
increase of taxes and larger government for all.

Additionally, there has been a constant push/pull of dollar amounts
between Congress and Executive.  They (Congress) are constantly trying
to increase dollar amounts, thereby defeating the overall goal of
lowering spending and thereby allowing for lower taxes.  If they
didn't pull those shenannigans, Bush would not have had to veto
S-Chip.
