That's what McCain and Bush are saying and it's fairly derogatory, to be blunt.

They're basically saying that only uneducated people with no better
options are willing to serve - therefore the only way to have a US
military is to have an uneducated population from which to recruit
from.

If that's true, then the military needs a complete restructuring much
like the Marines had in the 90s.
