Actually, so far the main difficulties with this bill have been the increased cost associated with the education benefits, and the fear that soldiers that would have stayed in will leave because they can actually afford to go to school.
The bill increases educational benefits to the point that they are paying not only for books and courses, but you are actually receiving housing allowance and a basic salary while going to school. The fear is that people with kids and families will bail on the military and get a degree.
