By definition he wasn't. The hotel that was blown up was a British military location and they called in advance to get civilians out. By definition, terrorists are attacking civilians for terror sake. Militants attack military positions. The civilian deaths were not the goal and were a mistake but the target was a legitimate military one. Yes, I'll be blasted for this but history and definition are on my side while knee jerk reaction is not.
